With the advent of the Human Genome Project there have been many claims for the genetic origins of complex human behavior including insanity, criminality, and intelligence. But what does it really mean to call something 'genetic'? This is the fundamental question that Sahotra Sarkar's book addresses. The author analyses the nature of reductionism in classical and molecular genetics. He shows that there are two radically different kinds of reductionist explanation: genetic reduction (as found in classical genetics) and physical reduction (...) (found in molecular genetics). Ludwig Wittgenstein's interest in the writings of Rabindranath Tagore, is recognized among scholars worldwide though little has been written on his fascination with Tagore's poetry and symbolic plays. In Language, Limits, and Beyond, Priyambada Sarkar explores Tagore and Wittgenstein's philosophical arguments on the concept of 'threshold of language and meaning', highlighting the systematic connections between Tagore's canon and Wittgenstein's early works. Situatingher study in the early 1900s, when Tagore's poetry had just become available in Europe, Sarkar finds similarities (...) between Tagore's and Wittgenstein's exploration of the limits of language. She argues that Wittgenstein's early philosophy can be better understood when juxtaposed with Tagore.Drawing parallels between the worlds of philosophy and poetry, Sarkar identifies the point of convergence of their two philosophies in the realm of language, tracing how they reach surprisingly similar conclusions through entirely different paths of inquiry. This paper attempts a critical reappraisal of Nagel's (1961, 1970) model of reduction taking into account both traditional criticisms and recent defenses. This model treats reduction as a type of explanation in which a reduced theory is explained by a reducing theory after their relevant representational items have been suitably connected. In accordance with the deductive-nomological model, the explanation is supposed to consist of a logical deduction. Nagel was a pluralist about both the logical form of the connections between the (...) reduced and reducing theories (which could be conditionals or biconditionals) and their epistemological status (as analytic connections, conventions, or synthetic claims). This paper defends Nagel's pluralism on both counts and, in the process, argues that the multiple realizability objection to reductionism is misplaced. It also argues that the Nagel model correctly characterizes reduction as a type of explanation. However, it notes that logical deduction must be replaced by a broader class of inferential techniques that allow for different types of approximation. Whereas Nagel (1970), in contrast to his earlier position (1961), recognized the relevance of approximation, he did not realize its full import for the model. Throughout the paper two case studies are used to illustrate the arguments: the putative reduction of classical thermodynamics to the kinetic theory of matter and that of classical genetics to molecular biology. By now it has become commonplace to note that the early Carnap was strongly influenced by Kant and the neo-Kantianism of his day.1 As early as 1977 Haack noted some striking similarities between the Aufbau and the first Critique; since then, Haack’s observation has been underscored by documenting the explicit role of the neo-Kantians in Carnap’s early education and intellectual development.2 Whether or not Carnap in the Aufbau was at all interested in traditional empiricism, or even strongly influenced by Russell, (...) remains debatable.3 However, a decisive early influence of Kant cannot be persuasively denied. Nevertheless, Kant and the neo-Kantians do not comprise the whole story. Under what conditions is a group of scientists rational? How would rational scientists collectively agree to make their group more effective? What sorts of negotiations would occur among them and under what conditions? What effect would their final agreement have on science and society? These questions have been central to the philosophy of science for the last two decades. In this 2007 book, Husain Sarkar proposes answers to them by building on classical solutions - the skeptical view, two versions (...) of the subjectivist view, the objectivist view, and the view of Hilary Putnam. Although he finds these solutions not completely adequate, Sarkar retrieves what is of value from them and also expropriates the arguments of John Rawls and Amartya Sen, in order to weave a richer, deeper, and more developed theory of group rationality. Bimal Krishna Matilal was interested in the paradoxes of the ineffability of mystical experiences throughout his career. He was all eager to prove that the concept of mysticism in Indian tradition had its own strong logic, which had helped its proponents overcome the charges of being ‘self-refuting’. In various articles, Matilal had analysed various formulations of the logic of ineffability in various systems of Indian philosophy and examined various ways to get out of the logical paradoxes. While discussing the paradox (...) of ineffability, he often refers to the ineffability of the mystical in the Tractatus and maintains that the Tractatus paragraphs T4.003 and 6.522 and Wittgenstein’s letter to Russell, quoted in Anscombe, ‘strike a very familiar note in the heart of the mystics’. His own view in this regard was that ‘ineffability in the sense that something is beyond the reach of all words, is impossible. For in the last analysis it is possible to speak of that which is ineffable, by the word “ineffable” itself’. He discusses also the ways how one can finally avoid the paradoxes of ultimate ineffability. His position is that ‘the so-called ineffable is not really or ultimately ineffable.’ In this paper, there will be an attempt to apply Matilal’s viewpoint on the paradox of ineffability in the Tractatus. This exploration unfolds in three main sections. Matilal’s perspective on the concept of ineffability along with the paradoxes and its solutions in various systems of Indian tradition will be highlighted in the first section and the paradox of ineffability in the Tractatus along with the controversy regarding its interpretation in the second, and finally, in the concluding section, attempts will be made to find a way out of this impasse by applying Matilal’s stance on this matter and see how it allows us to give ‘fresh answers to the questions raised in Western Philosophy’. Since the late 1990s, the characterization of complete DNA sequences for a large and taxonomically diverse set of species has continued to gain in speed and accuracy. Sequence analyses have indicated a strikingly baroque structure for most eukaryotic genomes, with multiple repeats of DNA sequences and with very little of the DNA specifying proteins. Much of the DNA in these genomes has no known function. These results have generated strong interest in the factors that govern the evolution of genome architecture. (...) While adaptationist ‘just so’ stories have been offered, recent theoretical analyses based on mathematical population genetics strongly suggest that non-adaptive processes dominate genome architecture evolution. This article critically synthesizes and develops these arguments, explicating a core argument along with several variants. It provides a critical assessment of the evidence that supports these arguments’ premises. It also analyses adaptationist responses to these arguments and notes potential problems with the core argument. These theoretical analyses continue the molecular reinterpretation of evolution initiated by the neutral theory in 1968. The article ends by noting that some of these arguments can also be extended to evolution at higher levels of organization which raises questions about adaptationism in general. Intelligent Design creationism is often criticized for failing to be science because it falls afoul of some demarcation criterion between science and non-science. This paper argues that this objection to Intelligent Design is misplaced because it assumes that a consistent non-theological characterization of Intelligent Design is possible. In contrast, it argues that, if Intelligent Design is taken to be non-theological doctrine, it is not intelligible. Consequently, a demarcation criterion cannot be used to judge its status. Conservation biology emerged as an organized academic discipline in the United States in the 1980s though much of its theoretical framework was originally developed in Australia. Significant differences of approach in the two traditions were resolved in the late 1990s through the formulation of a consensus framework for the design and adaptive management of conservation area networks. This entry presents an outline of that framework along with a critical analysis of conceptual issues concerning the four theoretical problems that emerge from (...) it: (i) place prioritization for conservation action; (ii) the selection of surrogates for biodiversity in conservation planning; (iii) the assessment of vulnerability of conservation areas; and (iv) the synchronization of incommensurable criteria including socio-economic constraints on conservation planning. BackgroundStudies on different methods to supplement the traditional informed consent process have generated conflicting results. This study was designed to evaluate whether participants who received group counseling prior to administration of informed consent understood the key components of the study and the consent better than those who received individual counseling, based on the hypothesis that group counseling would foster discussion among potential participants and enhance their understanding of the informed consent.MethodsParents of children participating in a trial of nutritional supplementation were (...) randomized to receive either group counseling or individual counseling prior to administration of the informed consent. To assess the participant's comprehension, a structured questionnaire was administered approximately 48-72 hours afterwards by interviewers who were blinded to the allocation group of the respondents.ResultsA total of 128 parents were recruited and follow up was established with 118 (90.2%) for the study. All respondents were aware of their child's participation in a research study and the details of sample collection. However, their understanding of study purpose, randomization and withdrawal was poor. There was no difference in comprehension of key elements of the informed consent between the intervention and control arm.ConclusionsThe results suggest that the group counseling might not influence the overall comprehension of the informed consent process. Reductionism concerns a set of ontological and epistemological claims, and methodological strictures based on them, about the relationship between two different scientific domains. The critical assumption is that one of these domains is privileged over the other in the sense that the concepts, rules, laws, and other elements of the privileged domain can be used to specify, constitute, or account for those of the other “reduced” domain. This specification often consists of explanation, such that the “reducing” domain is epistemically privileged (...) over the reduced one. Explanations of this type are “reductionist” (or, are “reductions”) and reductionism is then the thesis that such explanations will always be forthcoming or at least are possible in principle. Reductionism is most plausible if the entities of the reduced domain can be interpreted as arising from (e.g., as aggregates of) entities of the reduced domain. This ontological claim is controversial but motivates many reductionist theses and associated scientific research programs. Thus, epistemological and ontological claims about reductionism have the methodological implication that they should govern and guide scientific research. When such research proves to be fruitless over a period of time, the associated reductionist claims themselves become suspect. Although issues connected with reductionism arise in the physical and social sciences, most attention to reductionism in philosophy of science over the last few decades has focused on the biological sciences, especially after the advent of molecular biology made it plausible to believe that biological phenomena can be uniformly explained (in detail) from their physical basis. However, the program of finding such explanations has a long philosophical history often couched in terms of seeking “mechanical,” “mechanistic,” or “materialistic” explanations. Structural realism holds that ontological commitments induced by successful scientific theories should focus on the structures rather than the objects posited by the theories. Thus structural realism goes beyond the empirical adequacy criterion of traditional (or constructive) empiricism. It also attempts to avoid the problems scientific realism faces in contexts of radical theory change accompanied by discordant shifts in posited theoretical objects. Structural realism emerged in the context of attempts to interpret developments in twentieth-century physics. In a biological context, Stanford (...) (2006) provided pre-emptive criticism. French (2011, 2012) has since attempted to answer those criticisms and extend structural realism to the biological realm. This paper argues that, though Stanford’s criticism may be misplaced, and structural realism fares much better than traditional scientific realism in biological contexts, it remains a promissory note. The promise is based on shifting the focus of the debate from the status of biological laws to that of biological organization, an issue that remains a live debate within biology. (shrink)

In decision-making the first step is to get knowledge about alternatives which can deliver "a" required objective. The second step is to choose one from the many options using a suitable "criterion". The third is to recognise the famous lesson from Bhagabad Gita that one can control his actions but not the result and be prepared with a "coping strategy" in case of a failure. The two central aspects in decision making are knowledge and choice. Choice is based on certain (...) cost-benefit; which entail an intangible part where religion assumes importance in resolving moral conflicts. The religious principles of decision making according to four religions will be briefly documented and analysed. A "universal" decision making process consistent with the religious principles as well as applicable to the present day socio-economic panorama will be identified. (shrink)

The firm has an overwhelming role in sustainable development, and this paper identifies what influences a firm’s management of the business-environment interface. This is done through an in-depth case study of the environmental behavior of Tata Steel, India’s largest and oldest integrated steel plant. The Indian regulatory environment is one of strict (and sometimes contradictory) laws and slack enforcement. This paper examines the inclination of a firm in this context to commit to pollution abatement and honor its commitment by achieving (...) long-run improvement in its environmental performance. Environmental responses studied include compliance withexisting norms, involvement in voluntary schemes, and implementation of environmental management programs. Other responses examined are investment in pollution prevention strategies, adoption of cleaner technologies, taking adversarial positions against regulators vs. working with them to develop regulations, influencing environmental policy, and meeting and/or exceeding stakeholder expectations. This paper analyzes Tata Steel’s reactive and proactive responses and generalizes some of its conclusions to firms indeveloping countries. (shrink)

The nature of the dispute about beanbag genetics is explicated as consisting of two separate issues, one about the role of mathematical analysis in evolutionary biology, and the other about the value of single-locus genic models.

Joshua Lederberg was one of the pioneers of molecular genetics perhaps best known for his discovery of genetic recombination in bacteria which earned him a Nobel Prize in 1958. Lederberg’s interests were broad including the origin of life, exobiology and emerging diseases and artificial intelligence in his later years. This article contains the transcription of an interview in excerpts, documenting the interactions between Lederberg and fellow biologist J.B.S. Haldane which lasted from 1946 until Haldane’s death in Kolkata in 1964.

The emergence of CRISPR/Cas9 technology has revolutionized gene editing and made both gene therapy and eugenic control of future human evolution plausible. This accessible book puts these developments in their historical and scientific contexts and analyzes the policy and ethical challenges they raise. It presents the case for altering the human germ-line to eliminate a large number of genetic diseases controlled by a single or few genes, while pointing out that gene therapy is likely to ineffective for diseases with more (...) complex causation. In parallel it explores the possibility of genetic enhancement in a similarly subscribed set of cases. But it also argues that, in general, genetic enhancement is ethically problematic and should be approached with caution. Given the success of CRISPR/Cas9 gene editing, and the explosion of related techniques, in practice it would be virtually impossible to ban germ-line editing for the future. A more useful goal is to regulate it with oversight that represents all stakeholders. That, in turn, requires an informed public discussion of these issues which this book aims to foster. (shrink)

This paper reconstructs the history of the introduction and use of iterative algorithms in conservation biology in the 1980s and early 1990s in order to prioritize areas for protection as nature reserves. The importance of these algorithms was that they led to greater economy in spatial extent (“efficiency”) in the selection of areas to represent biological features adequately (that is, to a specified level) compared to older methods of scoring and ranking areas using criteria such as biotic “richness” (the number (...) of features of interest). The development of these algorithms was critical to producing a research program for conservation biology that was distinct from ecology and eventually led to what came to be called systematic conservation planning. Very similar algorithmic approaches were introduced independently in the 1980–1990 period in Australia, South Africa, and (arguably) the United Kingdom. The key rules in these algorithms were the use of rarity and what came to be called complementarity (the number of new or under-represented features in an area relative to those that had already been selected). Because these algorithms were heuristic, they were not guaranteed to produce optimal (most “efficient”) solutions. However, complementarity came to be seen as a principle rather than a rule in an algorithm and its use was also advocated for the former reason. Optimal solutions could be produced by reformulating the reserve selection problem in a mathematical programming formalism and using exact algorithms developed in that context. A dispute over the relevance of full optimality arose and was never resolved. Moreover, exact algorithms could not easily incorporate criteria determining the spatial configuration of networks of selected areas, in contrast to heuristic algorithms. Meanwhile metaheuristic algorithms emerged in the 1990s and came to be seen as a credible more effective alternative to the heuristic algorithms. Ultimately what was important about these developments was that the reserve selection problem came to be viewed a complex optimal decision problem under uncertainty, resource, and other constraints. It was a type of problem that had no antecedent in traditional ecology. (shrink)

Norton has argued for the salience of deliberative strategies for making environmental decisions which is supposed to be preferable to formal decision analysis. This paper argues that formal multicriteria decision analysis, when deployed with care, has the flexibility to absorb the advantages of deliberative decision making. It can also be used for decision support during a deliberative process. This feature of decision analysis is illustrated using a case study from Merauke in Papua province of Indonesian New Guinea.

Despite the transformation in biological practice and theory brought about by discoveries in molecular biology, until recently philosophy of biology continued to focus on evolutionary biology. When the Human Genome Project got underway in the late 1980s and early 1990s, philosophers of biology -- unlike historians and social scientists -- had little to add to the debate.
